Darkstar can somone make more than one cat on the clan we made up? Also can we make more cats to RP?

In a clan like Thunderclan, Riverclan, etc, you may only have one cat (Unless you're myself or a mod)
But in a clan made by a member, you are only allowed 2 cats with the exception of a litter, 4 cats per litter.
