Idea for Contest

Um, I wanted to ask, can only you guys post contest, can MoonClaw even post contest, can other members post contest?

Ok, let me tell you more clearly.
1) Can only Darkstar post contest?
2) If not, can MoonClaw post contests?
3) Can regular members like Winter_Breeze, Mosspaw, Icepaw, etc. post contests?
